While the Parole Board of Canada is the official and only federal agency responsible for making actual pardon decisions, there are service companies like Pardon Services Canada that manage the time-consuming and cumbersome process for people seeking a pardon.
Ideally what you’re looking for is a federal pardon waiver service–yes, that’s us–unless you’d like to spend your sacred time-off filing gruelling paperwork and keeping up with all of the legal changes and loopholes that waivers require.
Make no mistake, though, a third-party service provider like Pardon Services Canada or any other provider cannot issue or grant a pardon. We make the process easier, act as a middle-man, stand in for you as legal counsel and do it all at a fairly reasonable rate.
We submit a pardon application to the Parole Board of Canada on behalf of a client–you! The Parole Board of Canada treats all pardon applications in the same way. Beyond making the process easy on you, we also make it easy on them. They get the exact paperwork that they’re looking for.
Think about the human component of the process. Your favourite client is always going to be the one that makes your job easy. You’ll put off the work if the client misplaced half of their paperwork.
That having been said, using an intermediary will not speed up the processing of your pardon application ahead of anyone who gets all of the paperwork correct. It doesn’t give your application special status, or guarantee you a pardon. Companies claiming they can speed this process up are making false statements, see the update on this Fraud Alert directly from Parole Board of Canada.
Hello, my name is Tanner in September 2011, I had seen an
advertisement for Pardon services I went to the website Canadianpardons.ca I
have a criminal record dating back to 2005 when I was 18 years old ( trespassing
at night and failure to appear in court) I know I was stupid and it was a
mistake. It has held me back from good jobs and working abroad. I decided I
would like this blemish taken off my record. I was planning on moving abroad in
March 2012. I contracted Canadian Pardon Services by phone that day, the sales
rep on the phone told me the had an expedited services which was 250$ more then
the regular service but he guaranteed my pardon would be taken care of between
May and June of 2012 he said the longest it should take is between 6 – 8 months.
I promptly paid this company and filled in all the necessary paperwork and got
my finger prints ect. It was around 750$. In around mid March I moved to Vietnam
I vacationed and started running a business here. Around June I got a job offer
in Singapore and they do not allow people with criminal records into their
country so I contacted Canadian Pardon services again asking about my pardon,
they said they were still working on it and a few days later I got an email
asking me for another 100$ for court fees and then my Pardon would be finalized,
I was very weary about sending them more money as they were already late and
they didn’t couldn’t explain to me what the money was actually for other then
court fees, so a few days and a couple emails later I told them ok charge my
credit card again. So a few more months go by obviously I could not accept my
job offer. And then in September 2012 they contact me tell me they cannot
proceed with my Pardon because my failure to appear charge might be indictable
“MIGHT”. So I ponder this for a while and I remember when I first signed up for
this they guaranteed me a pardon and told me that I was definitely a candidate
for a pardon. I talk to them for a bit and they say there is nothing they can
do. I ask for a refund the send me an email with a form to fill out saying why I
want a refund ect. I send this form to them and now today I got an email and in
big bold black and underlined letters it says my 5 day cancellation period ended
and I do not qualify for any refund or compensation. I gave this company nearly
1000$ and 1 year later they tell me they cannot do anything for me and I can’t
get refund. I’m not a rich person and 1000$ is a lot of money for me to loose I
feel I have been scammed and especially with their expedited service, which I
notice they no longer offer on their website. I don’t want this to happen to
anyone else, I have a wife and baby to support and I could just imagine this
happening to someone in an even worse situation then me this could ruin their
life. Here is there address and phone number: Canadian Pardon

Hello,
My name is Payam Khatibijah & I too have gone through CanadianPardon.ca & my story is very similar to this gentleman’s story.
CanadianPardon.ca is a FRAUDULENT COMPANY & I too learned shortly after paying them $650 for my initial payment & another $100 later for Court documents as they called it.
This was on October 2010 & it’s December 2014 today & I still haven’t heard anything back from this company.
People Be Aware of CanadianPardon.ca & Do Not trust this company or any other company that only deals with you online, if they make up excuses that they don’t have a office near you that’s cause they aren’t who they say they are.
Do Not trust this company or any other ones out there unless you can seat down with a agent & get them to sign a proper documents.
Thank you for your time in advance
Hello Payam,
Sorry to hear how difficult the process has been for you. Fortunately, Pardon Services Canada has an A+ Better Business Bureau rating and has been helping clients since 1989.
I am now being ripped off also paid my $650 now asking for more money, I contacting lawyer and BBB along with the RCMP see why they are allowed to do this over and over again.
Hi Paul, Sorry to hear that you are having trouble with a company. Good luck with your inquiries.
Your cancellation policy sucks….just the fact that you only offer a refund within 5 days proves you are a less than honorable company. How can a customer decide within the first 5 days they want to cancel…..the pardon process has only just started. If the customer were to call within those first 5 days and request an update….you would say its still in the initial start up process……YOUR COMPANY IS VERY SHADY INDEED !!!!
Hi Mark, thank you for your comment. However, we think you may be dealing with another company, as our cancellation policy is 14 days. A full view of all our Terms and Conditions can be found here: https://allcleared.com/terms
On behalf of my son who was also scammed – please beware. DO NOT SEND THIS COMPANY MONEY. They are not legitimate and we will be pursuing immediate legal action and reporting to all governing and regulatory bodies.
We are sorry, Debbie, to hear that. It’s deeply unfortunate that some companies are out there to scam people. Thank you for your input, and we hope that others will benefit from your warning.
I have to agree with the rest of this board. STAY AWAY FROM CANADIAN PARDON SERVICES. They took my money OVER 18 months ago for a usa waiver, I tried calling after waiting 7 months, then each month. Not once was I able to speak to my case worker, not even a call back, even after sending an email….my reply was quick 10 mins to say my file is still in query, month after month no reply only an email to say my file is in query like an automatic reply same words” file in query .” My family lives in usa, I missed all birthdays my neice, nephew, xmas, all holidays . WHY WOULD IT TAKE OVER 18 MONTHS TO GET MY COURT ORDERED DOCUMENTS FROM OTTAWA. WHEN MY PREVIOUS WAIVERS TOOK 4-5 MONTHS, After calling Ottawa, & several other places…turned out my documents were never submitted as Ottawa could not find any record. I was not able to wait any longer ( i waited OVER 18 months), So I paid another fee (over 1500g) to another agency. They did an amazing job(16th floor 355 burrard st van bc,) an office so one can meet your case worker, my file is ready to go to the usa for approval, the fastest service I have seen……. Today I open my mail box….THERE IT IS…..MY COMPLETE WAIVER PACKAGE FROM CANADIAN PARDON SERVICES….WHAT A BUNCH OF GOOFBALLS/LOSERS……. I WAS WAITING OVER 19 MONTHS FOR THEIR PACKAGE….. WHEN I OPENED THE PACKAGE ALL DATES EXPIRED LOL, I was LEFT TO DO THE WHOLE PROCESS OVER AGAIN. Lucky enough I started my new waiver package with the new agency, before I waste another 12-19 months, of headaches…no one to take my calls, or even an email, to tell me what the massive hold up is….instead of me begging/HANGING, WITH MY JAW OPEN AS they took (stole) my money in one swoop…. so I can go to the USA for one year…. TO GO THROUGH THIS HELL IS HARDLY WORTH IT. I am taking them to small claims court for their well below average service…its not the money I want back…its the time they stole from me. TURNED OUT AT THE END OF THE DAY….AFTER SPEAKING TO THEIR RUDE RECEPTION, THEY HAVE NO PITY, POSSIBLY LOOK DOWN ON US DUE TO OUR PAST:( THEY ONLY CARE ABOUT STEALING YOUR MONEY, & TREATING ONE AWFUL. THEY ARE AS MEAN AS THEY COME….I LEARNED TO FIND A AGENCY IN YOUR CITY, ONE THAT HAS AN OFFICE SO ONE CAN GO SEE FACE TO FACE ADDRESS IF ANY DELAYS, INSTEAD OF HIDING BEHIND COMPUTERS. zero communication. VERY BAD PEOPLE, VERY VERY BAD.
Hi Barry,
Thank you for your comment. We are very sorry to here of the precious time and money that got you such slow results with Canadian Pardon Services. However, we are pleased to hear that you are happy with our services at Pardon Services Canada. We take our customer care very seriously, and it’s important to us that our clients have the option to meet face to face. If you have any questions about US waivers renewal in the future, please do not hesitate to contact us.
I am currently in the process of suing Canadian pardons of Canada for false representation of a government agency. I have tapes and lengthy proof of them claiming to be affiliated with the government. I paid them 2 years ago to get a pardon and when I tried to call there was nobody picking up and they will email back blaming it on this and that. I am in the process of giving the RCMP all the information regarding the fraud
that this company has been part of. I hope they get locked up for a long time.
Hi Anon, I’m sorry to hear about your issues with another pardon services company. PARDON SERVICES CANADA HAS FAITHFULLY SERVED ITS CLIENTS SINCE 1989. WE ARE NOT ASSOCIATED WITH ANY OTHER COMPANIES. MANY COMPANIES USE NAMES THAT ARE VERY SIMILAR TO OURS.
We are not a government agency. We have established professional relationships over time with the police departments, courts and Parole Board, but we are not a part of any of these agencies.
I have been scammed too, just found out today and ended up here. Wow where to begin? Well lost 400$+ communication stopped this year therefore I called and was bounced left/right by agents it seem?
I am to a lost all these years thinking that everything was being done and now I am back to square one with money lost and possibly loosing my job over this scam?!?!
I cant believe my on eyes!
Hi John,
Sorry to hear that you have not been able to recover your money. Please, give us a call to see if we can help in any way. 1-866-972-7366
Hi Stephen, Sorry to hear you had such a poor experience. You might try filing a complaint with the Better Business Bureau and letting Equifax know about the situation.
Hi Stephen,
Sorry to hear that the BBB is not helping you. The Parole Board of Canada has some information about fraud on their website. They recommend contacting this agency when a person has problems with a pardons and waiver company.

[email protected].
Thank you for taking time.
I have had it issue with dominion pardons and wavior that I have been trying to fix for 2 years with this on my credit as a negative has created several stressful issues financialy I called to inquire on there services and asked for a pamphlet to look over with my wife with regards to a wavior to enter the United states I informed Richard of my financial state and what kind of arrangements would be possible if I decided to move forward with there services I stated payments would be made to credit card if I moved forward but did not give credit card info as I was waiting for pamphlet to look over Richard repeatedly called at all different hours of the day and night I was busy with work and family so did not have time to look over the paper sent a week later I received a call from a collection agency saying I owed 1600 dollars I was baffled as I did not give sin number drivers licence number credit card info banking information nothing I did not sign any agreement papers and I contacted equifax to investigate as fraudulent and found that all they do is contact the buisness and ask if this person owes waste of time I looked up the president of the company and emailed him and received a email saying I guess you never changed your ways and I should pay my bill Wich I found very rude I have had repeated conversations with Ann Ferguson at the collection agency and she has said if I pay 50 dollars I can get the phone recordings and that she was forwarded paper copy of conversations and that dominion says I made a verbal agreement with them Wich is a total lie as I said repeatedly to Richard I was not ready to move forward with each of his phone calls
Hi Donald,
Sorry to hear that you are having so many problems with this company. They should not be trying to force you to pay if you did not sign the service agreement. You might want to file a complaint with the consumer complaints agency in your province. If you are in Ontario, here is the place you should make your complaint https://www.ontario.ca/page/filing-consumer-complaint
